Dear Miss Keller:

I deeply regret that my engagements will not permit me to attend the Conference of Workers for the Blind, but at Governor of the State of New York I feel honored that our great Commonwealth has been chosen as the meeting place of the International Conference for the Blind.

Nothing so indicates the march of civilization as the position allotted to the handicapped, and your work places you among the leaders of our time. The Governor of this State will never sign laws as important as those your Conference will inaugurate and write in the hearts of your fellowmen. And looking forward to a time when your work shall so crystallize that the blind shall see and justice be immeasurably increased, I extend my heartiest congratulations and good wishes to the workers for the blind.
